Norway issues two main national ID cards. One includes travel rights for Norwegian citizens within the EEA and Switzerland. The other is a non-travel ID for use inside Norway. Both are credit card sized, with multilingual text, photo, and biometric security.

Norwegian citizens can apply for either card. From April 2025, some foreign nationals can apply for the non-travel ID. This applies to EU, EEA, or EFTA citizens who hold an 11-digit Norwegian national identity number. A D number does not qualify.

Types of ID Cards Available

• Travel ID card for citizens: Used as a travel document in the EEA and Switzerland. Many nearby microstates also accept it. The design includes red travel markings and strong anti-forgery features.
• Non-travel ID card: Used for identification inside Norway only. The design includes green markings. From April 2025, eligible EU, EEA, or EFTA citizens with an 11-digit identity number can apply. It does not grant travel rights.

Eligibility: Citizens vs. Foreign Nationals

• Norwegian citizens: Can apply for the travel ID card, the non-travel ID card, or both. The process is similar to a passport application.
• Foreign nationals: Limited to EU, EEA, or EFTA citizens from April 2025. You must have a full 11-digit Norwegian national identity number. A temporary D number does not work. Your legal name must match the Norwegian National Population Register.

How to Apply for Your Norwegian ID Card Step by Step

2. Prepare documents. For citizens, bring a valid Norwegian passport or other accepted ID. For foreign applicants, bring a valid biometric passport or electronic national ID from your home country.
